Is that a real person

... at the far right of the photo, midway between top and bottom, gripping the edge of the building's roof with two hands (with what seems to me unusually short arms), leaning over the edge? Just to the right of the sign that (I think) reads "Philip A. Lowe Ph.G."? I am curious as to what y'all think because it looks to me like a short-armed person on all fours leaning over to look down below. The black dog across the street likely noticed and turned his face to the wall out of fear that the person would plummet.

The black dog against the far left wall. No leash and no way of knowing who it belongs to. Either way, it is behaving. Unless something else is happening.
