Chamber of secrets

The Chamber of Commerce building has been through many changes since 1895 - especially at street level. It is Detroit's oldest extant skyscraper. The building was converted to apartments in 2015, and is now named the Detroit Savings Bank Building after a later tenant.

What is that for?

The grass inside the enclosure appears to be the same as outside. There's no sapling or other plant taking root. So, what is the enclosure protecting? Or, is it movable and that's just where it was placed when the photo was taken?

Sprained or Broken?

The man with the crutches seems to be moving enough to blur the image, so I am guessing sprained.

Anyone else care to guess?

Also, which leg are the crutches supporting?
