What was upstairs?

I have to wonder what was upstairs at the Tully building. That doesn't seem like the kind of windows you'd have if it was apartments.

The Sussex County Courthouse is still there, and it still has a certain gravity about it. The bakery and impressive Tully building on the right have been replaced. The Newton Hotel looks long gone, but I don't give a fig about that type of structure.
