What's with the logs poked into the river?

Are they ramps for riverboats to sidle up the bank? Something else?

Two far back

I can identify only two buildings -- the Federal Building (tower at left), and the Pioneer Press Building (skylight just right-of-center) -- as still extant. Experience tells me there are more lurking many layers back, but that seems like cheating ... doesn't it?
