Admiring the masonry

I'm a great-great-grandnephew of a master stone mason who emigrated from England to Long Island in the 1830s, later settling in Iowa. I'm always impressed by the monumental buildings built in places in the Midwest in the later nineteenth century. As someone who has problems hammering a nail, I'm glad people had the gumption and skills to build such temples of civic pride.

It's a great looking building

But I suspect this woman wished it had a proper handrail.

What's on the roof?

Is that weather station equipment on top of the building?
