I thought the boy in the lower left had a bike at first too, but on closer inspection it appears to be a tricycle. I'd tell him to watch out for cars, but I think he has a few years head start on them!
This was the second Duval County Courthouse; below is the fourth (2012). I lived in the county during the era of the third.
Clearly Duval County has wanted courthouses that impress (one might say overwhelm) rather than making sense architecturally.
On that tall, elegant woman with her back to us, on the right. How I’d like to see what she looks like from the front. We will never ever know.
That boy to the left on the image is holding a bike. Looks like he is just learning to ride, falling off, getting back on after falling off, or just standing the bike against the railing.
[EdHolst is correct. It certainly is a trike. The telltale double prongs were missed by me the first time.]
